- The New York State Department of Health began implementation of the Quality Indicator Survey during 2010 and the rollout continues in 2011. All skilled nursing facilities will be surveyed under this process by 2012. While the regulations have remained the same, the survey process is different. Is your facility ready? The QIS process should become part of every nursing facility's Quality Improvement program. Resident, family and staff interviews have been a critical part of the QIS process and will be discussed to help prepare your facility for the interview process.
